Description
当前的每个项的 skip-if remove-if 只能为前面已经定义过的项而不能为后面的项。
期望做到的是后面的项也可以出现在前面的项的 skip-if remove-if 中，并且在循环依赖的时候优先 add 前面的项，并且报一个 warning。
