Description
Refactor the way GET requests are been handled. Instead of using query parameter, like instead of something like /resume/skill?index=, change to /resume/skill/<int:id>. so that a GET request to `/resume/skill/`` could return all skills.

Research direction
Start by locating the GET request handlers for /resume/skill and the route definitions that currently accept the index query parameter. Check how the existing response behaves with and without an index, then update the route behavior so /resume/skill/<int:id> addresses one skill and /resume/skill/ returns all skills.
