Change default times to O4a

Description
The default configs all use O3 times. With O4a, and soon O4b, data being public, we should change to use times from those observing runs. The O4a sensitivity estimates for other searches are here. It looks like the file format has changed a bit from O3, so we'll need to adjust how we read in the data for plotting.
