many remove_surface_by_* controls are not functional

Many of the `remove_surface_by_`* controls are currently not functional. I believe they are useful however and should be populated with internal routines in $MESA_DIR/star/remove_shells.f90

Atleast `remove_surface_at_cell_k` is functional
