create_merger_model unable to load second star

For now I will move the merger controls into the star_job_dev_defaults until its working and we have a test case to make sure it works and stays working.

Start with the LOGS output and trace the reported failure through create_merger_model, do_load1_star, and the set_net/reaclib parsing calls. Review the merger controls and their proposed location in star_job_dev_defaults, then create or run a regression case for loading a second star. Done means the second star loads without the invalid rate-file failure.
