[Bug] Water artifacts + Perfomance drops with transparent textures

Still added xray bug because i think it will also happen with resourepacks or shaders with transparency
Bug 1:
Water textures randomly appear in sky above LOD chunks
Sometimes water doesn`t render in LOD chunks
Appears in random chunks
Bug 2:
When i`m using xray (ik its bad) my fps drops from 50-70 fps to 5 fps
It also appears if you use resourcepacks with a lot of transparent blocks (in my case its xray)
LOD chunks appear to not use face culling on transparent faces or something like that
