Description

Just as a diff tool would do it,

E.g. if I have newKey in en-US and not yet in de-DE, I still want to have it displayed in the web GUI, so I can translate it into the new language.

I.e. WebExt translator does not allow me to add a new translation for a key that has not been translated yet.

Research direction

Start by tracing the web GUI's translation list and editing flow for keys that exist in one language but not another. Confirm how the locale data is compared and rendered; the work is done when a key present in en-US but absent from de-DE appears as an empty editable cell for de-DE.
