Description
It's nice to be able to cache all dependencies for a workspace except for a certain package
e.g. `cargo build --workspace --exclude unused_package`
See https://doc.rust-lang.org/cargo/commands/cargo-build.html#package-selection

Research direction
Start at the cargo chef cook command and compare its package-selection behavior with the linked Cargo build documentation and the workspace example. Trace how --workspace is handled, then verify that --exclude unused_package leaves that package out while the other workspace dependencies remain cacheable.
