Implement a meal reminder prompt from TLDBotto

At regular (probably pre-defined) intervals, TLDBotto shall prompt the members of TLD with something along the lines of:

"Have you eaten today? Have you had enough water? Have you gone outside?" Etc etc.

TLDBotto should probably operate on UTC because timezones are hard, and we'll manually change the intervals when daylight savings happens?

Start by locating the bot's scheduling and message-sending entry points; no files or tests are identified in the issue.
