### Describe the Bug

Good version:
v2026.712.223218

Bad versions:
v2026.713.170739
v2026.516.143833

The regression causes periodic audio crackling/popping during streaming.

### Expected Behavior

_No response_

### Additional Context

I tried setting up v2026.713.170739 and v2026.516.143833 with just about every combination of video and audio settings, but nothing affected the audio crackling/popping. I also noticed that my network latency variance is much lower on this version as well. I tested with the moonlight client on iPad and macOS. Audio is fine out of the box on v2026.712.223218

Research direction

No source files or tests are named. Reproduce the periodic audio crackling on Windows using v2026.713.170739 or v2026.516.143833, then compare behavior with the good v2026.712.223218 build and inspect the changes between those versions. Done means the regression is identified and affected builds no longer produce the crackling during streaming.
