Description
When there are syntax errors in modules, CLI test runner fails with a timeout. It should be able to report syntax errors.

Research direction
Start with the CLI test runner and trace how it loads test modules and handles syntax errors. Reproduce the timeout with a module containing a syntax error, then verify the runner reports that error and fails the test run instead of timing out.
