apply for elevate?

After installing and configuring on macos, running "twe" shows "Fetching" then nothing appear.
Running "twe hi" to update the status i get:

I dug into twitter help but sounds there's no elevate plan anymore, and the free should be enough to post.

Start by reproducing the failure with `twe` and `twe hi` on macOS, then investigate the reported Twitter API error code 453 and the linked access documentation. Done means determining whether the CLI can work with Essential access or documenting the required current access level.
