Format fails on HP LTO-6 6250 with Adaptec HBA

**Describe the bug**
Drive and tape is detected, but format fails. Possible HBA card issue?

**To Reproduce**
Steps to reproduce the behavior:

Check out the recent branch with support for the new icu package name(s) on Debian/Ubuntu based systems:

Build works without error - I have tried building with/without `--enable-buggy-ifs` and it makes no difference to the observed behavour (or messages shown).

Is this a HBA driver issue? I have been using the drive happily with plain old tar for quite a while, but there's a few use cases where 'drag and drop' files would be a neater solution in certain cases.
