change cpr-dev to NOT be a template (I think?) and update README setup steps

Description
the problem is that templates don't have a commit history, so pulling updates from upstream sucks.
maybe if we make this change we would also want to change the forked repo to no longer be a fork (either programmatically if possible? or by instructing the developer in Setup steps in README). in this case, would we need to manually add the upstream remote, or will it already exist or?
