SF2 Players patch windows Bank panes scroll bar

### Bug Summary

Not really a bug, but I noticed that the SF2 Players - Patch Window - Bank panes horizontal scroll bar is set to always show.

### Expected Behaviour

Honestly it does not seem like it would need this scrollbar at all, as I think Banks are only showed as numbers.
For some reason I cannot remember if this is true or not.
If Banks can show names, then set the horizontal scrollbar to only show if the names go beyond the width of the pane.

Open up the SF2 Player and look at the patch window

Start by opening the SF2 Player patch window and inspecting the Bank panes' horizontal scrollbar behavior. Check whether banks can display names, then verify that the scrollbar is hidden when all content fits and appears only when names exceed the pane width.
