Working in Pattern-Editor should not be so convoluted for user. A context-menu-option, that can be called on a selected track for 'sanifying' steps should be added to PE
#### Justification
It is not intuitive that user need to shift track around before adding new steps
#### Mockup

Result

Research direction
Start by locating the Pattern-Editor implementation and its selected-track context-menu handling, then compare the current behavior with the linked mockups. Define how “sanifying” should work for both adding and reducing steps before implementation. Done means a selected track offers the context action and produces the intended unified step layout.
