If you have a VST Effect or Instrument GUI Window open and you drag your mouse cursor down into its header from above, where the mouse cursor changes from arrow to window stretch mode it actually stays in the stretch mode not allowing you to click on the header, the cursor does not return back to an arrow until you get to very bottom of the header.
