Description
I often would like to be able to manage a list or favourite plugins, - I could find what I need much faster this way.
Maybe there are some other cool things that could be done there like a tab that tracks what plugins do I add most often and give me quick access to those aswell:

Research direction
The issue proposes favorites and frequently used plugins in the effect plugin selector dialog, but names no files, tests, or entry points. Start by locating the selector dialog implementation and review the existing discussion with maintainers to define the behavior and scope; done would require an agreed design and corresponding tests.
