Add Severless Infra based Runtime

Since various serverless infrastructure is becoming more and more important in the modern application landscape, it's quite neccessory for Kusion to support serverless resources, a good start point might be to support serverless container runtime, like ASI.

No files, tests, or entry points are named in the issue. First clarify the scope and requirements for supporting serverless resources, using a serverless container runtime such as ASI as the starting case; completion criteria should specify which runtime resources Kusion must support and how that support is validated.
