Feat: Customization of syncer strategy

Support customization of syncer configuration

### Why is this needed?

So that user can configure which resources to sync back to Karpor storage (e.g. ES, OpenSearch, etc)

The issue names no files, tests, or entry points. Start by locating the syncer configuration and resource-sync implementation, then define how users select resources and how ES or OpenSearch storage is represented; done should include configurable selection and tests covering the chosen resources.
