Design and create policy designer widget as a clickable mockup that showcases creating a rate limiting policy and an auth policy.
- Could be 1 or 2 policy designers (auth policy / rate limiting policy)
- Ignore context of where the designer widget should live
- Consider things like a default policy, policy templates?
