Eliminate <title> or tooltip

Browsers are rendering the value of the SVG as a tooltip when hovering, which becomes really annoying.
Is there a way to quickly disable this?

The issue names no file, test, or entry point. Reproduce the hover behavior in a generated SVG, then locate the Python SVG-generation path and add coverage showing the unwanted tooltip can be disabled; done means the option works without breaking other SVG output.
