cairosvg-2.1.3 produces empty pdf

Description
I create an svg with bitmaps in background:
[plan1.zip](https://github.com/Kozea/CairoSVG/files/1800890/plan1.zip)
trying to convert with current cairosvg produces an empty pdf.
no errors, no warning, validated svg.
Runing a Gentoo Linux System with a cairo 1.15.10 (snapshot), cairocffi-0.8.0, cssselect2-0.2, pillow 3.4.2, defusedxml-0.5, tinycss2-0.5
cairosvg-1.0.22 on another machine produces the expected pdf.
Any hints, what is wrong?
