Startup is very slow when Bitdefender is active

### Expected Behavior

Startup takes roughly the same time with or without Bitdefender is active.

### Actual Behavior

Startup takes ~30 seconds when Bitdefender Shield is active.

No source file, test, or entry point is identified. Reproduce startup on Windows 11 with Bitdefender Shield enabled and disabled, then trace the startup path to identify the delay. Done means startup no longer takes roughly 30 seconds with Bitdefender active.
