GitHub sync control occasionally does not appear

### Expected Behavior

For the collections on my GitHub-synced project, it is expected that, when opening the collection, the GitHub sync control appears at the center top next to the project name.

### Actual Behavior

Sometimes, upon opening the project, the sync control does not appear. It is also not merely invisible; it is at the very least collapsed since the project title does not shift left as if to make space for it like it does when the control does appear.

### Reproduction Steps

1. Open a GitHub-synced project.
2. The GitHub sync control at the top of the screen might not appear.

### Additional Information

The problem seems to arise at the project-level; currently I have one project open that is showing the control, and switching between it and one of my other projects consistently has the first project show the sync control, and the other one does not show it.

Restarting the application appears to solve it in the short term.
