**Describe the bug**
A clear and concise description of what the bug is.
**To Reproduce**
Steps to reproduce the behavior:
1. Go to plugins
2. Generate a plugin
3. Click in the version number external link arrow indicator
4. See 404
**Expected behavior**
That link is disabled or we add a tool-tip on the arrow that acts as a subtle reminder saying "Published Documentation" so if the user gets a 404, they'll hopefully realize that it needs to be published first.

Inspect how that link is rendered and decide, based on the expected behavior, whether it should be disabled until documentation is published or show a “Published Documentation” tooltip; verify the resulting behavior in the same flow.
