Description
### Where is the problem?
https://docs.konghq.com/gateway/latest/kong-plugins/queue/#queue-flush-on-shutdown
### What happened?
It is not clear whether `flushed` means sending the queue request to the upstream server or deleting the queue contents.
I need clarification on the meaning of `flashed`.
### What did you expect to happen?
I expect queue requests to be deleted en masse, is that correct?

Research direction
Start with the Queue documentation at the linked queue-flush-on-shutdown page and determine whether “flushed” means sending queued requests upstream or deleting queue contents. Confirm the intended meaning before changing the wording, then update the documentation in the current developer.konghq.com repository. Done means the behavior and terminology are unambiguous.
