O11y: Scoping for Requests

Extend scoping support to the API Requests experience. Users should be able to access API request data and associated metadata scoped to the resources they have access to, without requiring membership in the Analytics Viewer team.
Why: Previously, accessing any Analytics experience required membership in the Analytics Admin / Viewer team, which grants visibility into all data. The scoping initiative introduced a way for users to access analytics experiences limited to their own resources, removing the dependency on that team. This was applied to dashboards, reports, and explore in the initial release. Extending scoping to API Requests completes the coverage, giving users access to their request traffic and metadata on the same terms.
