Dev Portal: Fix SSO docs

I didn't go through it in detail, but a few examples:
In [Dev Portal](https://cloud.konghq.com/portal), click Settings.This menu option only appears under a specific Dev Portal, not when navigating to the Dev Portal section itself.
In the General setting tab, enable Portal RBAC.This is actually under the Security tab
From the Teams settings in the side bar, click New Team and configure the team.This does not exist in the sidebar. Instead, you need to navigate to "Access and approvals" on the sidebar and then go to the Teams tab.
From Settings in the Dev Portal side bar, click the Identity tab and then click Configure OIDC provider.This is also under the Security tab.
