Update Effect Card functionality to have the ability to work as designed in the [Bartering Design Doc](https://docs.google.com/document/d/116tXq7nATRCN6D1I6JMg2w5Kv5iPR5TD412yGppsvuQ/edit?usp=sharing) and change the UI to match the [UI Figma](https://www.figma.com/design/20gnE1YNFdm5Syun3w4azV/UI-Mock-Ups?node-id=0-1&t=ZAgEcKRcKueavSNG-1).
