Description
Florian Bösch in https://www.khronos.org/webgl/public-mailing-list/archives/1701/msg00069.php suggested to incorporate the table of minimums from the OpenGL ES 3.0 spec into the WebGL 2.0 spec. This is a good idea and should be done.

Research direction
Read the linked WebGL mailing-list discussion and compare its proposed table with the minimums table in the OpenGL ES 3.0 specification. Locate the WebGL 2.0 specification source and determine where this material belongs. Done means the relevant minimums are incorporated accurately and the specification still renders correctly.
