Consolidate test utilities

The conformance tests have at least two similar but incompatible sets of test utilities (sdk/tests/js/js-test-pre.js and sdk/tests/conformance/more/unit.js have a lot of overlapping functionality) which leads to code duplication and unnecessarily difficult maintenance. We should consolidate testing utility/framework code as much as possible.
