Video tests failing on RADV

@aqnuep not sure if this is known or not, but a lot of the video tests just fail on the RADV driver. For those that are crashing inside, I plan to report as issues, so they can either purpose a test fix, spec fix, or likely a CTS gap issue.

- NegativeVideoEncode.EncodeInvalidRefSlotIndex
- NegativeVideoEncode.EncodeInputCodedOffsetExtent
- NegativeVideoEncodeQuantizationMap.CreateSessionParamsIncompatibleTemplateQuantMap

Start by reproducing the listed NegativeVideo, NegativeVideoDecode, NegativeVideoEncode, and NegativeVideoEncodeQuantizationMap tests with the RADV driver. Review each failure to determine whether it is a test issue, specification issue, or CTS gap; done requires a confirmed disposition for the reported failures.
