[BUG] Anchor links not jumping to actual caption

Recently noticed that when you open a link with an anchor to a specific chapter in page, the site does not jump to the actual caption, but somewhere a bit below. Applies to both links you explicitly open in your browser via the url bar and all links in the docs site that point to anchors.

Example: https://docs.vulkan.org/spec/latest/chapters/resources.html#resources-image-views

Opening that link should look like this:

But instead it points to this:

Clicking the link in the right hand navigation points you to the right place.

Tested in Chrome and Firefox, both exhibit this problem.
