ImplicitLayers registry hooks trigger crash (0xC0000005) during Vulkan LLM tensor allocation

so when i load model with vulkan backend always fail something like this exited before becoming healthy. exitCode=3221225477, signal=null

then i try vulkaninfo --summary
i found some injected vulkan whatever i dont understand v 1.2 and v1.3 obs studi blablabla

then i delete layer in HKEY_LOCAL_MACHINE\SOFTWARE\Khronos\Vulkan\ImplicitLayers

after that i can load LLM with vulkan backend without problem again
