Description
`vkCmdSetColorBlendEnableEXT` and `vkCmdSetColorWriteMaskEXT` both have this VU
The question is similar to https://gitlab.khronos.org/vulkan/vulkan/-/issues/4116 but a bit different as this is about setting it to `zero`
Is this a real constraint or just something not tested
(note this came out of https://gitlab.winehq.org/wine/wine/-/merge_requests/11688)
