Provide builds for releases as well

might avoid getting either prebuilt master releases (like: https://storage.googleapis.com/spirv-tools/badges/build_link_macos_clang_release.html for MacoSX) or having for a tagged release to get full Vulkan SDK to get just that, or build from source..

jointly with glslang prebuilt for tagged releases useful for simple experiments but not wanting to get full Vulkan SDK..
