Release Archives for Windows don't contain license information

I'd like to use the contents of your archive to produce a nuget package, but I'd like to make sure that my package redistributes your license.

Whilst I can download the license [directly](https://github.com/KhronosGroup/OpenCL-SDK/blob/main/LICENSE) with a specific URL from GitHub, it would be reassuring to us to know that we always were getting the correct license for a particular version of OpenCL.

Could you please include licensing information/files in your release archives?

Start by locating how the Windows release archives are assembled and which files they currently contain. Check the generated archive for a representative release, then ensure the applicable license information is included and verify that the archive contains it for future versioned releases.
