Need to Describe Border Color Behavior in SPIR-V Environment Spec

Description
We currently describe the border color behavior in the OpenCL C spec:

We don't describe this behavior in the SPIR-V Environment Spec, though.
I think a similar section should be added to the SPIR-V Environment Spec, perhaps as a sub-section of the "Image Addressing and Filtering" chapter?
