Description

We currently describe the border color behavior in the OpenCL C spec:
https://www.khronos.org/registry/OpenCL/specs/2.2/html/OpenCL_C.html#determining-the-border-color-or-value

We don't describe this behavior in the SPIR-V Environment Spec, though.

I think a similar section should be added to the SPIR-V Environment Spec, perhaps as a sub-section of the "Image Addressing and Filtering" chapter?
