Description
As discussed on the 2020/08/25 teleconference, we want to:
- Not report the OpenCL API / C version tag on the title page of the C++ for OpenCL document
- Tag the C++ for OpenCL document with a TBD scheme
- Make sure the tooling that generates the version on the title page of specifications only picks up vMAJOR.MINOR.PATCH tags.

Research direction
Start with the C++ for OpenCL document metadata and the tooling that generates specification title-page versions. Check how API/C version tags are selected and how tags are applied to the document. Done means the document uses the agreed TBD scheme, omits the OpenCL API/C version tag, and title-page generation accepts only vMAJOR.MINOR.PATCH tags.
