Description
Certification process requires that even small changes to an implementation go through potentially lengthy process of a new certification. Such a process is in contrast to the non-safety model of implementation, in which new extensions are implemented without much overhead.
For reference, general issue "EGL: extensions" is defined as issue #40.

Research direction
Start by reading the related general issue #40, “EGL: extensions,” and compare its scope with this issue’s concern about certification overhead for small implementation changes. Done should be a documented, agreed approach for handling such changes without assuming the non-safety process applies.
