Problem appears in both threejs and babylonjs, seems like something in the metal/rough to spec/gloss conversion isn't quite right.

Research direction

No source file, test, or entry point is identified in the issue. Start by reproducing the COLLADA-to-glTF metal/rough-to-spec/gloss conversion and compare the results in threejs and babylonjs; done means converted materials are no longer excessively glossy and the related glTF sample-model case is addressed.
