feature request: incremental upload for dataset versions

I can do this via the UI, but surprisingly not via kaggle api.

I'd like to upload a file to add it to a new version of a dataset without having to upload all the other files. When uploading from some external systems, this can take a long time when you're adding a file to a dataset that already has a lot of files.

Workaround - create lots of datasets
