`datasets version` deletes previously uploaded files

Description
Hi! Is there any way to keep previous state of dataset and upload only new files? Maybe we can specify which files to remove as well.
This is on pair with current web implementation:
Motivation: I have a large dataset with multiple files for a current competition and cannot upload new files without re-uploading everything.
