Description
I am trying to submit my result, but cannot submit.
This error code.

403 - You cannot submit until you accept the competition rules
```
However, if you go to the URL([digit-recognizer/rules](https://www.kaggle.com/c/digit-recognizer/rules)), the rule is accepted.
