Update version to 0.1.0 (or 1.0.0?)

I do not yet know much about this package, but it
* is registered
* is 5 years in use
* has 100 stars and >40 dependencies, some of them widely used
* has 4k monthly downloads
* has few open issues, despite wide usage
* had no changes in the last 2 years

Isn't it time to upgrade it to at least v0.1.0? Actually, judging by criteria above, it absolutely looks mature enough for v1.0

No file, test, or entry point is identified in the issue. First inspect how the Julia package declares its current version and how releases are handled; done means an agreed target version is applied consistently and the package remains installable.
