Description

We have an internal python library that I'm trying to import using PyCall. `pyimport` of one particular module causes julia (v1.5.1) to crash with the error below
```julia
julia> using PyCall

julia> pyimport("cb.log")
: CommandLine Error: Option 'debug-pass' registered more than once!
LLVM ERROR: inconsistency in registered CommandLine options
```
Importing the same module in python causes no issue
```
(venv) NCC-50446 ~/cblib> python
Python 3.7.9 (default, Aug 18 2020, 02:07:21)
[GCC 9.3.0] on linux
Type "help", "copyright", "credits" or "license" for more information.
>>> import cb.log
>>>
```
I've googled around a bit but can't really understand what the issue is, does the python library link to a different version of LLVM than julia, causing this issue? If so, is there any known workaround?
