Description

Regarding [this](https://discourse.julialang.org/t/error-occured-after-the-first-precompilation-on-some-packages-after-upadting-to-julia-1-8-4/92138?u=shayan) problem, I decided to try to uninstall and reinstall Juliaup. I'm running Windows 10. I uninstalled it using
🪟 Win > search "Juliaup" > Right click > 🗑 Uninstall.
Then I checked the `C:\Users\Shayan\.julia` and `C:\Users\Shayan\.julia\juliaup` directories. Unfortunately (or maybe fortunately), both exist (as before *I guess*). So I doubt if it was a clean uninstallation.

I should mention that I installed Juliaup from the Microsoft Store and I hadn't any other Julia installation (like the stand-alone binary from JuliaLang.org/download) on my machine.
