I couldn't find an existing issue so I open a new one here.
The ColVecs/RowVecs abstraction would be useful in other packages as well that otherwise don't want or need to depend on KernelFunctions. Thus I think we should extract it into a separate package. Maybe it could be named VecOfVecs or VectorsOfVectors? The latter might be too similar to https://github.com/JuliaArrays/ArraysOfArrays.jl though.

Research direction
Locate the ColVecs and RowVecs definitions and all their current uses in KernelFunctions.jl. Map which code depends on these abstractions, then evaluate the proposed separate package and naming options; done means the extraction boundary and package name are agreed and the existing uses can depend on it without requiring KernelFunctions.
