Support for disabling use_jlplt

It looks like it is needed for Enzyme to support 1.11+

I didn't see an obvious way to forward the arg in here, so opening an issue

Start with the referenced base/reflection.jl#L1505 in Julia and read how use_jlplt is handled there, then inspect GPUCompiler.jl for the entry point that invokes this behavior. Determine where a disabling argument would need to be forwarded and verify that Enzyme's Julia 1.11+ use case is supported; the issue does not name a repository file or test.
